States have to allow the National Guard to be mobilized. California sure as hell isn't going to do that. The other theoretical 10 states I'm not sure.

From looking it up, PC doesn't apply to the National Guard, Coast Guard or Air Guard so yes they can be deployed.

The John Warner Defense Authorization Act of 2007 Pub.L. 109-364
Federal law was changed in section 1076 so that the Governor of a state is no longer the sole commander in chief of their state's National Guard during emergencies within the state. The President of the United States will now be able to take total control of a state's National Guard units without the governor's consent.[44] In a letter to Congress, all 50 governors opposed the increase in power of the President over the National Guard.


So, I guess it depends on whether the president can declare a state of emergency in a state, and/or whether an unrelated state of emergency can be used to shoehorn presidential authority in a state.

I wonder if Trump will ever realize that Russia isn't going to abandon its alliance with Iran, just because he constantly praises Putin. Hopefully its not after he orders an invasion.

I'm not seeing anywhere that says an attorney general can declare martial law. A few instances where governors have done, and a definition that states, "On the state level, a governor may declare martial law within her or his own state. The power to do so usually is granted in the state constitution."
