C418 - Tsuki no Koibumi. Yes, it's the same person who made the soundtrack for Minecraft.

I'm not sure if it counts. Most of the songs released by C418 either have no lyrics or lyrics in English, despite the fact that the artist is German. This is an exception, in which the lyrics were in Japanese, so it's neither in their native language nor in the language in which the songs are usually released.
