Supernatural DLC I'm calling it now. They're going to combine the DLC policies of HOI4 and EUIV for it.
Because sometimes even national leaders just want to hang out

Will the SS get their hands on the Ark of the Covenant?
Can your agents infiltrate Austrian and snatch the Spear of Destiny under Hitlers claws?
And what has become of Castle Wulfenstein?
Yea, I'd buy that DLC.

So I decided to give this game a shot. Imperator that is. Also i'm messing around in Yemen because I spent a solid 15 minutes looking for something that vaguely resembled Tutorial Island. Ireland in this game is a total mess. Anyway I managed to form Yamnat as Qataba. But now I have this weird thing to ask I guess. How does one deal with this weird tribal succession thing? I have zero say over who gets to be the next Chief. Can't find any buttons. This feels like a bastardized amalgam of Imperial Elective and Merchant Elective. This is a real problem as I had messed around a Qataba before, only to be handed a string of 60 year olds who all died in quick succession, tanking my stability and game-ending me after a civil war fired. Not to mention how abysmal their stats are compared to the randomly generated cretin you're handed at game start. And then for whatever reason, my wages fee keeps going up, slowly eating away at my profits, which, unless I continue taking more land and building more cities, becomes a real problem.

If Britain or France decide to abandon Czechoslovakia or Yugoslavia in their respective event chains, any guarantees they have made to those countries are revoked

messed around in a couple other corners, the Arabic republic south of the Selucids, the Etruscans, and another crack at trying to understand the tutorial, but I after all that, I decided to return to Qabata. Now I'd like some help with the above tooltip. In order to convert to Judaism, I need:
-200 Political Influence
-A Jewish High Priest
-50+ percent of my free pops being Jewish,
and then there's this last one. I can't understand it. I've tried sending bribes and the like to some of my less loyal characters (pushing their loyalty past the 60 mark) and nothing has happened to this requirement. Does anyone know what it means?
Oh and as for why I am asking, well I'm worried that when it comes time for me to put serious effort into playing this game, not understanding shit like this will come back to bite me.

There's one character who's loyalty is below 60 who's stopping you from doing it I think.
