A note to those who want to try it:
The Malta base is absolutely essential. With constant raiding whenever you can, you will still have a long-term budget deficit. With malta added to increase your range, you will just about be breaking even, albeit taking loans and paying them off towards the tail end.
With constantinople added too, you will be slightly profitable in the long term as you add the black sea to possible raiding locations.
At this point I took the papal "get rid of inflation" buff because i'm a perfectionist ;p
You should take Quantity along with the Religious ideas. The policy you get grants you +10% morale and +5% manpower recovery speed.
