* Significantly reduced the effect of empire pops on the required growth of new pops to 0.25 from 0.5.
* Reduced the number of pops required to upgrade capital buildings to 10/25/50 from 10/40/80.

Everytime I play Stellaris is seems the cosmic dice are rolled purely to fuck with whatever I wanted. Genocidal empire? All you're neighbours will discover the power of friendship and unite to defeat you. Friendly federation? Now they're all space nazis. Peaceful isolationists because fuck them all just leave me alone? You're surrounded by fanatic super space nazis and every crisis will spawn next to you.
