I consider Boy to be one of their best albums. Have you listened to all their albums? Because if so, I have a hard time wrapping my head around how you think it's worse than their later albums. I don't even think it's their worst album from the 1980s. That honour would go to October (their second album).

I agree that Boy is awesome, while October is certainly one of their least spectacular albums. Even more than that, though, I really hate Pop. It's one of the few albums I've heard that was genuinely painful to get through. I'm also of the (unpopular) opinion that their later albums are pretty good, including Songs of Innocence and Songs of Experience.
I also saw someone mention Up by REM as a bad album, which is disappointing to me, because I think it's a fascinating and powerful release. For REM, my least favorite is Monster, though it's only really brought down by half the songs, while the other half hold up great.
