There are some better ideas if you still want to use .swf going forward. We're fortunate in that regard. Check out the up and coming Flash Emulators under development (such as the one made by Newgrounds). One of them is called Ruffle.

Or go for this offline desktop archive software: Flashpoint by BlueMaxima- which attempts to curate every piece of Flash ever made into one collection. One version of the software allows someone to install all 532+ GB of Flash history as a local copy and another version is only 2 GB but it is download pieces of Flash as you go. It only ever connects to the internet to download games/movies you select and to do updates to application. Other than that- it is entirely offline. So it shouldn't have any security problems and its made in such a way that it'll keep working long after Flash is gone, all in its own sandbox.
