You can revoke it without invoking a tyrant penalty, that doesn't mean the vassal will let you do it without a fight. The only real difference is that everyone sees him as a traitor and nobody sees you as a tyrant; all it does is affect he opinion of your vassals.

So um....is this new?

Plots have always been broken. I've had over 400% plot power once and it took two years for the first attempt to fire, only for it to then fail.
