You give away some control over your own forces, and the militarists (made up of high officers) despise other officers taking wind out of their sails.

Yeah. Your naval capacity does suffer by about 20%, iirc. And it probably is a pain when some hotshot admiral from a neighboring empire takes control of a big part of your fleet.
