Have you been living under a rock or something? Ever since Paradox made the 'Imperial Administration' government type it enforces this idiotic elective system where anybody on the Council or with the Commander title gets to vote on who becomes the next Emperor of Rome/Byzantium. It's ahistorical at this point in time, but there's nothing I can do about it unfortunately. I fucking hate it and all it does is make Byzantium even more unstable than it already was; which was too fucking much to begin with.

I've definitely had Imperial Administration with Agnatic Primogeniture.

Nah this is a special government type (like feudalism, iqta, tribal, nomad etc) that the Byzantines get. I guess the Romans get it too, but I don't know about all that.

The states make a lot more sense than they did in Vanilla VicII, though the timing of events is a bit iffy. I formed German Empire in 1853, while the option for Brother's War shouldn't logically appear until 1860s.

Honestly that's fine to me.

Honestly if you have actually bought the game, I'd suggest downloading Concert of Europe. I've heard high praises, but I wouldn't know because ... uh ... reasons.
About HFM and HPM, I got HFM (Historical Flavor Mod) from here, while HPM can be DL'd from its ModDB link. They're mostly the same, though HFM has some bugs and "features" that aren't historically sound. Still more historically accurate than vanilla Vic2, no matter how entertaining that is.

I dominated France and got all the way to Paris in 1909 (2 months after the war started), but Russia actually reached Berlin because of their stacks, so I couldn't dismantle them too.

Idk, The total number of times I've seen the Soviet Union on Vic2 can be counted on one hand. Most of the time it was directly after losing a Great War. Almost never as early as the 1870s.

So . . . I discovered and colonized the First League ecumenopolis a long time time ago and I recently discovered an uncolonized and unoccupied Cybrex ringworld in the Alpha Quadrant of my galaxy. And I can get it. Do I even need planets anymore?

So . . . I discovered and colonized the First League ecumenopolis a long time time ago and I recently discovered an uncolonized and unoccupied Cybrex ringworld in the Alpha Quadrant of my galaxy. And I can get it. Do I even need planets anymore?

Yes and no. You don't need them, but they'll help for basic resources that you can't get from the ecumenopolis or ringworld (such as minerals).

And on a different topic, I just discovered a way to completely cheese the game: Machine Empire (just a basic ME), with Habitable Worlds and Primitive Civilizations set to 5x. You'll be absolutely swimming in planets because of your habitability buff, and you'll be able to roll over the entire galaxy (excluding Fallen Empires) by 2300. Administrative capacity is the only real issue, but because of all the tech you'll be getting from your tech-focused worlds, you'll be able to minimize the effects of being over admin cap and also increase admin cap through tech.

Probably not while he's in office, but if you can get a secret Muslim into the College of Cardinals and murder every other cardinal, then you'll get a secretly Muslim pope.

I'm pretty sure that you can do both of those things - attack the Pope and hope you can fight him on the battlefield to kill him with the gun, and then just rename it.

Yeah I'm not sure how I pulled that off either. I war fucked in the colonies (especially in Ghana) and Russia was all the way to Berlin (my mobilization fall back line was in Brandenburg, if you can believe it), but I reached Brittany, so uh... "Yeah, sorry we started a war of Aggression against you. Friends?"
