Convert to catholic, holy war bulgaria's starting ruler and then krum. Form Carpathia. Next take out Carinthia and create the kingdom of carinthia. Now you need to take over the Lombards. War em out/get a claim and take the kingdom of Italy. You can now create the Holy Roman Empire without Franks or Germans. Thus creating an HRE consisting of Avars, Hungarians, Slavs, Bolghars Romanians and Post-Germanic Lombards.

This might be able to be done before 800
