On the council screen do they have a green thumbs up next to their portrait to show that they are a loyalist? I think some times someone even at Max opinion may not be a loyalist until they get land or something. Or is the council in discontent?

Weird, though, since I'm basically able to sacrifice my enemies anyway? Is that thing going to disappear if I reform my religion without the human sacrifice doctrine?
Also I was thinking of meritocracy, but then I figured it's barely any different from the elder election succession thing I already have.

I think you will still have it, but the human sacrifice doctrine is more of a ritual thing than a chaotic offering in the battlefield, like a great blot. It gives you a new (kinda weird) CB if you sacrifice enough people.
