1) They usually show up once you've developed Ideological thought, and one of the discoveries under that tech shows up. After that the Socialists and/or the Communists show up within a year.
2) Bumrush ideological thought, it opens up in 1840. If you really want to be efficient about it don't research anything other than whatever techs exist on the philosophy tree to build up tech points, and get the speediest possible progress.
3) Don't enact social reforms ever, don't suppress their militancy or consciousness activities (those of poor pops generally, and of laborer, or craftsman pops more specifically, when dealing with communist influence). Pump their issues in elections.
4) Once rebel stacks appear, leave the path to your capital open. They'll enforce their demands and you'll get a dictatorship of the proletariat. Though I caution you that letting them win a revolution will eat your prestige, and having a planned economy late game is a bit challenging to manage. Personally I prefer socialists/state capitalist over communists/planned economics, but that's just my own way of doing things. If you feel the urge to run everything about your economy manually go for it.
