I'd say the latter; after all, the 5th spot has no tokens, and they're likely dead, so death removes tokens.

Further complication: If they all died, would Rain turn back into an anti-everything bigot? Would he get his homophobia, sexism, racism, 53-ism, etc, back as well as getting more powerful?

Idk. Might make sense for a civilian, but if you're going in for official arresting business, use the minimal amount of force necessary to bring in the collar or stop the threat to others. If that means making them bleed because they're superpowered or armed, then make them bleed. It sucks for them, but if someone had a gatling gun grafted into their arm at all times and couldn't disarm, our police would probably react similarly and go for lethal force if that person was on a spree.
Love Lost appears to be causing AOE rage freakouts. It's a volatile power, uncontrolled, and can cause death/maiming as bystanders turn on eachother. Lethal force could be justified. Prior to the revelations about Cauldron and the PRT stockpiling capes, lethal force was taken off the table, but the threat of Scion is gone now, so...

Beyond that, it would be really difficult to pin anything on you given that LLs power actively fucks with you and your rage levels, so any damage you do can be said to be a result of her using her power.

Problem is these people aren't Skitterists and appear to have... principles...ew.

That delay had been a factor when Sveta and I had both visited Cedar Point together, to deal with Sink and Hookline

The word was barely out of his mouth when she went out like smoke dissipating into air. The smoke held the colors that had been her, initially covering the black of her costume’s fabric, the dark blue armor panels, the lighter blue ‘magic circle’ images on those panels, and her apparently near-black skin and hair. The smoke included the interior colors too, however. White for bone and fat, and lots of pinks and reds.

Capes are so fucking weird.

Sidepiece hurled something at me, and it exploded against the wall, a foot from my head. I glanced at her, saw her tear one of her exaggerated ribs out from beneath a cutoff t-shirt with so much cut off from the bottom it was indecent, above a stomach that looked like a zombie’s, with flesh bloody, raw and open where literal pounds of flesh had been torn away. The spine and area around it were intact, as was the navel and stomach on the opposite side, but the sides were completely gone.

Capes are so fucking weird.
