In my experience, fighting England on the high seas is absolutely insane and broken in favor of England. I've had more than double their heavies before and lost because of the outrageous English buffs. I've tried testing things between heavy ship ability versus morale to see which is more effective and I'm pretty sure the key to English success is their morale. So if you've got the money, try rolling for one of those advisers. Also a good thing to be mindful of, engagement width is a thing in naval battles now. I haven't played around with this much, but a general rule I follow is to partition my fleet into their classes and make sure the heavies go into combat first with any other ships following, a day behind. It can be mini-management hell sometimes. Thankfully, England is pretty much the only nation on the planet where you have to be concerned about these things.
In your specific situation of 14/4 versus 5/9 . . . you'll most likely lose an obnoxious amount of ships for being triple their strength in numbers, but I would sincerely hope you win that fight. I'll be just as pissed as you if that fight fails.

I am currently occupying all of England so I think you can guess how that ended.
EDIT: Aaaaand Scotland has it's territory back, England is kicked out of mainland Europe and I control London.
