Allow them to siege your provinces. They naturally have a larger force than you and that's not going to change unless the AI throws their numerical advantage away on costly sieges. Raise your Legions, let them wear their inferior troops down on assaulting your holdings. When the enemy splits their armies, defeat them piecemeal once they're weakened and far enough away from one another. The heavy troops in your legions slaughter the light troops Odoacer fields so long as you aren't outnumbered too greatly.
I found it quite easy if I just wait a bit to build up my wealth, and hire a load of mercenaries (including whatever legions are already available). It's mostly just a matter of avoiding their army until you've got a big enough army. Even easier if a bit gamey if you just siege the one province they start out with, once they're busy with their own army/armies sieging some place on the other side of Italy.
