Considering there's only one and that's a guy I don't think that's viable.

Note that Gelebor also said that the Falmer (as in the blind, creepy guys) could never be cured and restored.

What he said was that they seemed to be becoming more intelligent, and he hoped that they would return to the worship of Auriel.

However, considering he also said that the betrayed have nothing but hatred for other races, I don't think that's likely. But I think it's evident that they're planning some kind of large scale attack on the surface.

to be fair, from what we've seen on the Falmer, unless someone like Gelebor does end up leading them, they don't have that kind of mental power to plan something long scale and wage war.

Apparently they're intelligent enough to pick Dwemer locks according to some sources. Plus they do seem to have some kind of tribal society going on for them, complete with mages, tamed creatures, and some kind of hierarchy.

even if it could, the majority of those who have access to (and can use) that kind of magic are too busy being in figurative or literal ivory towers to come down and "help"

Well, theoretically magic can do anything. There's no real limitations to it that I know of.

However, Gelebor is a strong magic user and he hasn't restored them (and he would have the will to do so). So I would guess that it wouldn't be that simple, nor would the creators of TES write in that kind of magic.

Because if you could restore the Falmer, why not the Chimer or the pre-curse Orsimer?

Edit: I would guess the only way that the Falmer could be restored is maybe intercession by Auriel. But I think that's the tragedy of it, as the Falmer are too consumed by hate from their defeat by the Nords and their betrayal by the Dwemer to return to the faith and drop their cause of enslaving/killing other races.

There could have been Bird Men but the Khajit genocided them.
The Nords/Atmorans genocided the Snow Elves after the Snow Elves tried to genocide them.
I believe Ysgramor also liked to destroy Giant tribes. The Giants are still around, however.
The Redguards ended up killing off the rest of the Nedes.
The Left-handed Elves were genocided by the Redguards before the Redguards seemed to mostly fuck off to Tamriel.
Pelinal Whitestrake liked to genocide Ayleids among other elves and even the Khajit (for a little bit), and the remnants were absorbed into the Bosmer and those of High Rock with few traces, after the Alessian Order (founded by an Imga) got into power.
The Dwemer might have accidentally genocided themselves.
I guess the Chimer were technically genocided by a god.
The Bretons and Redguards like to sack Orsinium, but I think it's more 'ethnic cleansing' or something. Along with the Redguards having drove most of the orcs out of Hammerfell an age or so ago.
Everyone wanted to genocide the Sloads. Think that failed, however.

Reading up on the Imga again, it seems like they fucked off like the Psijic Order likes to do.
No Imga then.

Auri-El is like the patron God of Mer or something like that. Besides Orsimer, Dwemer, and Dunmer, it seems.

Do you think the Third Empire can be restored to full, or at least a limited level of, glory after the events of Skyrim? Or is another long period of war and strife required before another empire can rise and bring a strong measure of peace back to Tamriel?

I think the Empire's on the way out. Without the Dragonborn Emperors they're just going to bleed out until everyone's independent.

With Red Mountain and the Stormcloak Rebellion and Hammerfell wanting to and having to do its own shit (with the Crowns and Forebears, gods forbid, working together), then I assume there'll be a second Great War and that'll bash the shit out of Cyrodiil, Valenwood, Elsweyr, and perhaps a lot of Summerset's naval power and maybe Hammerfell will see action. Only provinces that won't seem to be getting the Tamrielic Meltdown treatment are High Rock and Argonia.

Maybe the Sloads will try to pull something when everything goes to shit. Maybe another plague.

All I see is hundreds of years of wars, plagues, and famine ahead for Tamriel, unless miracles or a Dragonbreak happens.

With the Warp in the West High Rock is much more peaceful than it used to be. There's some fighting, but there's no war.

Also seems correct, according to the Wiki. It was a play to get rid of the Dark Brotherhood in Wayrest. It worked, but Reman fucking Cyrodiil that's extreme and stupid.
