You can actually find multiple dead groups of people like this in the game with fire and scorch marks. There is also that house that was mentioned on here before near a dragon wall that was burnt down and the couple inside killed. And all the times dragons attack towns and cities when the player is around.

If anyone, the Nords have made it very clear, over the centuries, that they really don't care for any 'settlements' or peace between their peoples - and it's the direct reason that the measures they're resorting to are as extreme as they are. They've been in this situation, and almost always on the backfoot, since the First Era.

They are still dragons and most likely have attacked innocents and will continue to do so. As Huskar mentioned if you complete the Forsworn Conspiracy there is a group of Forsworn who will not attack you. Are you willing to spare them?

You do realise right, that just because you dont see a specific dragon attack you or anyone else during a very specific and short time frame in a single day, that they still could attack or have attacked other people?

The Forsworn have some form of justification for their actions.
Dragons do not.
Forsworn are human and thus are as diverse in their natures, beliefs and characters as any other person.
Dragons are not.

Lumen, the whole "dragons flying around doing nothing" thing is a bug.

They're a supposed to lock onto a target and attack, primarily the player character but since they're hostile to everything it doesn't really matter if they lock onto the Dragonborn or just some rabbit. The problem is because they can fly they have to have a much larger detection radius (this is why they can detect you if you try to sneak below them while they're flying) than most other actors in the game. Except it doesn't always work right, meaning they can't lock onto a target so they register that there isn't one by mistake and then take off.

This can be fixed by either attacking the dragon or, if the dragon is near a large structure like a mountain, by trying to get to higher ground and thus close enough for the dragon to detect you properly.

its not a bug. It was designed as a random encounter. Its called dragon flight. Those dragons will not attack unless provoked

Exactly. The Forsworn, while their killings are not justified, do have good reason to be angry and to see going to these extremes as their only option.
