if we're going by the classic definition of genocide (where complete extinction isn't necessarily the case) the Ayleids with the Khajiit (who in turn did it to The Bird Men) in various provinces (seeing as there are no long line of khajiit anywhere in Tamriel other than Elsweyr while technically they used to be everywhere before men and mer showed up en masse in Tamriel.)
the Dwemer's treatment of the Falmer is actually closer to genocide than that of the nords, and (again) the Ayleid treatment of the Nedes in Cyrodiil (to be fair, they didn't do the job right so that came to bite them in the ass later. much much later)
and one can argue that the Chimer as a collective were responsible for the genocide of the Pariah folk, but personally I think that's reaching just a bit too far.

Yes. by the time they had the power for that kind of shit, they had found smarter stuff to do with "inferior" races. (Which is why I said it was a long reach)

It's thought that the ancient Khajit had killed the Bird-Men long before the Ayleids arrived. As to why they moved back south, I can't tell because the lore doesn't favor writings of Khajit history going back that far, and I don't doubt the Ayleids could have genocided some Khajit, but they were also enslaving the beastfolk.

The Atmorans outright slaughtered many, many Snow-elves, and whoever didn't want to be genocided ran down to the Dwemer, where the Dwemer further genocided them, I'd say (Since people generally like to make the Snow-elf/Falmer distinction).

I don't think the Ayleids were more for enslaving and the occasional art expo rather than genocide, though I don't doubt they would have wiped out entire tribes that they couldn't enslave early on.

Actually, looking up the Chimer, there was orcs and Nedes in Resdayn and it seems there wasn't any after the Chimer arrived and warred with...everyone. The only peoples that seemed were still left after it was the Dwemer, so it seems the Chimer showed up and eventually ended up genociding a couple races, so I'll concede there, even if they were generally losing or some such thing.
