Honestly, I'd say Crab is better only in its base form, and only in the first/second island, because its evolved form gets a major speed cut.
In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

That's where it's the worst. For fighting types, I think Bewear or Pangoro would be better. For ice types... just avoid ice types.

Ice is easily the worst type, and instead of giving it some buffs (like resistances to grass, flying, and dragon) Gamefreak added Fairies, making ice completely useless.

EDIT: Nevermind. It seems any pokemon on the pokepelago training island appear to not exist unless you go to the island
