(How about creating the flag first, no black lines, then create a thick irregular border on the outside? It might take some little practice though.)

It's pretty simple, actually:

Just use the colors as an outline instead. Also, I'd recommend using the pencil tool instead of the brush tool:

Also, don't forget that Ctrl+Z is your friend.

Looks like shit, but it's a first attempt and I put it together in less than two minutes on MS Paint while on a different computer to my usual laptop, so I'm more or less pleased with it.
