So I decided to go fix the problem by creating a "raw" folder and downloading COD:WAW sound files to rearrange into it. I rechecked the game. No serious change happened. So the sound files are still here, they just don't have anywhere to go; and I don't know how on earth to make the magic happen and have people talking and music playing again.
Halp.
Maybe, as it is second hand, something probably corrupted the files and messed them up. It is probably not just the music, but perhaps other critical files are also missing. The best thing to do is to get a new copy of WAW (Working Preowned games are getting cheaper). Its easier than checking every last file.
But I cannot sell my pitchfork, I need it to make a living ;-;
