Cant remember honestly, i rarely concerned myself with culture in EU4.

I once converted the culture of all of Anatolia to Azerbaijani in order to form Persia as the Ottomans. That was entertaining.

I've rarely ever found it to be a worthwhile use of bird mana, but I was trying to get an achievement. I did take all the idea groups that reduce culture conversion cost first.
