You can call in your reserves. Although if you don't have the supplies or pops to train more than one regiment every two decades I doubt that you'll have many men in your reserves.

It's an exaggeration. But the "create army" thing only lets you train another regiment every few years, at the least.

The reason why it's taking so long for you is because every regiment in the game requires resources taken from the economy. You're either trying to train a unit that uses one of the more rarer resources, or you're playing a country that's just really low on the priorities list in the world market. This sort of thing can be especially common in the late game, when tanks roll around (or rather not rolling around), because there are so few tank manufactories in the world. You should be able to identify which resource(s) you're missing by hovering your cursor over the unit queued to be made.

It's all about access to the resources needed to train soldiers, as Persia for it example it might take years to train proper Infantry Brigades but as the U.K or Germany I can pump out hundreds of thousands in mere months since access to goods is predicated on how much you produce yourself, and your level of priority in the international market which is determined by prestige.

I've been the tech leader for most of the game. I've got 117.5% discipline as well. Oh, and my manpower is through the roof compared to every other country. I've got over 250,000 manpower. No one else even comes close. The Ottomans come in second at 117,000 and Dai Viet is third with 93,000.

The challenge is a little daunting, but I think I can pull it out.
