I don't know man plenty of shops and traders in the Commonwealth never seem to run out of power armor and power armor frames. They must have a factory hidden away somewhere.

I think that's just video game economics.

Another thing: The NCR has power armor too. Admittedly most of it is stripped of joints and servos to point it's just heavy armor (which is still stronger than normal heavy armors), but the existence of Colonel Royez and his Scorched Sierra power armor prove that some NCR members not only have power armor, but the training to go with it as well.

Doesn't matter, the NCR has superior numbers. They don't even have enough power armor for their entire army, nor do they need it. This isn't the highly advanced U.S. Army going up against the PLA. The NCR doesn't even need energy weapons or power armor to defeat the BoS, but it's clear they aren't above using either. The NCR has armor-piercing rounds, anti-material rifles, and I'm sure they can just as easily use pulse grenades or mines and probably did use them against the Brotherhood before. Power armor doesn't mean dick when you can disable or pierce through it.

If you'd look at a place at Arizona, you'd see the Roman Empire he is trying to create. Before Caesar, the area was comparable to the Capital Wasteland, without the charitable technophiles. You couldn't even trade with a town a few miles up the road before his army marched in, and pacified the tribes. He established somewhat of a trade network in the area, just look at people like Dale Barton. They trade fairly with traders, as long as you don't sell anything "degenerate", and peacefully lord over their lands. Although other than that, the Legion will probably fall apart as soon as Caesar kicks the bucket, and those areas under their rule will probably collapse into anarchy for a couple of years. Atleast until NCR move in. It's all doomed to fail, unless Lanius decides to bump up his INT stat.
