I've been wondering in the Moffat era how did they bring back the timelords without breaking the time lock and if they did wouldn't that screw the universe a bit?

The way I understood it was The Moment created the time lock. And therefore, because of the events in Day of the Doctor, the time lock never actually happened.

From what I understand the Moment had the ability to pop in and out of the Time Lock.
It pops open a hole to 10 and 11 w/ the Queenly Zygon. Out jumps War.
Adventures ensue including the use of 3D pocket universe paintings.

Bam! Zygons inthe Black Archive. About to blow up the world, TARDIS can't land there.
Solution? Pop into a statis painting thingymabob, call ahead of time to get it stuck in the Black Archive. Wait for the right moment, then out pop three Doctors to foil the Zygons.

War get all mopey, gets the Moment to zap him back to Gallifrey (inside Time Lock), Moment leave the hole open, 10 and 11 follow shortly after.

Can we save Gallifrey? Nope. Wait. Lightbulb. Yes.
Use the TARDIS' of 1-12 to stick the whole planet in a freeze frame 3D pocket universe stasis thingymabob. "Like a painting"
Dalek's blow themselves up. Good guys save the day.

Out of the Time Lock they pop (thank Billie)
Tearful goodbye, War continues on his merry way, forgets everything, 10 continues on his merry way, forgets everything.

Scarfy boi shows up, has a chat with 11. "BTDubs, it works". Gallifrey out in pocket universe somewhere, sans Time Lock.

Going by the TARDIS wikia (http://tardis.wikia.com/wiki/Time_lock) the actual Time War Time Lock was created by the Moment. But canon is confusing, so yeah.

Doctor Who definitely got to a point where everything was solved by the doctor waving his arms and then spouting a bunch of random words and then it was fixed.

Well i guess the show always had moments like that.
