Actually, I wouldn't say it borders deconstruction. I don't know what to call it.

Probably because motherly affection from a character as stoic as Garnet is relatively unexpected, and thus tends to be more noteworthy.
Really though, there isn't really a single best "mom" if you think about it. All the CGs have their respective strengths and weaknesses in that particular role for Steven.

Garnet also doesn't listen to Steven as much as the other gems and is likely to get angry at him for more things as evidenced by the Lapis Lazuli, gem beast and Peridot situations, though that's probably because the other two saw RQ as more of a mother figure or in Pearl's case somebody to be admired and held sacred while for Garnet she was just somebody to be respected.
