I think they do it on purpose. Like the storyboard artists and world-builders are doing a good job setting stuff up for the actual writers and then the actual writers take the piss and mess around with pointless side threads all the time or do overly blunt and rushed resolutions, trying to squeeze a season's worth of plot developments into 20 minutes because they accidentally spent 15 episodes doing absolutely nothing.

Peridot (who is still best gem) was made on Homeworld after the rebellion. It's entirely plausible that it still goes on. As for the Earth kindergarten, I still presume that its purpose was simple colonization.
