It also means that any random alternative or hard rock band is metal if they decide to say so. Self-identifying is guideline at best, not set in stone definition of what is and is not metal.

-longer riffs (16-32 notes or more before a riff repeats are typical, as opposed to the shorter riffs typical of rock)
-less use of pop song structures, more emphasis on movement based song structures
-more emphasis on texture and atmosphere instead of hooks
-and, analogous to what Potter Stewart said about hardcore pornography I'll know it when I hear it

By that standard Motorhead isn't metal, they're rock. If you wish to dispute that, please take it up with Lemmy.

Fair enough, you're almost certainly more familiar with them.
KMFDM and Laibach definitely fall on the rock side of that split. Ministry are definitely an industrial metal act. Rammstein to my ears falls somewhere between Laibach and Ministry so I wouldn't dispute someone calling them industrial rock or industrial metal.
