Playing an EU4 game as Milan, its 1721. I have conquered Italy, France, Spain, most of the HRE, and north Africa. So far the ottomans have kept me from going east, as they have conquered all of the arabian pennisula, egypt, persia,india, and most of China. And they have westernized and are 6 techs ahead of me (two in each category)

USA used to be the French-turned-Spanish colonial region in the Eastern American region. Britain claimed the region first, so formerly-Floride never colonized on its own and I definitely didn't want to piss off the Pope by colonizing for Floride. I ditched them.

Currently trying a Utrecht->Reactionary Catholic Netherlands. United all of the Non-Burgundian Dutch states by 1490, but now I need to get a powerful ally to help me deal with Burgundy, which ahs decided, against usual odds, to be strong.

Is it possible to fall behind on tech, even though you are from Western tech on start?

I have fallen behind in Admin and Diplo tech before, yeah. Rampant coring and blowing points on ideas rather than tech (especially for Diplo and especially as a non-naval, non-trading nation) can do that. It wasn't an accident, I knew I was going to fall behind in tech doing that, but I didn't really care because, hey, more landz for the taking, and that was more valuable to me than the tech.
Now, if you're not doing it intentionally, I'm not so sure. The Ahead-of-Time penalty hits like a truck after all. And I can't recall ever even coming close to falling behind in Military tech because there's nothing to spend that on other than Ideas, tech, rarely buildings in the early game, and the occasional harsh treatment.

I would say try to get England and France. England can blockade them, which increases war exhaustion iirc, while France can throw thousands of men at them, eventually grinding them down. But that's just my opinion.

Either Fascist/Communist government in Vicky2 with no political reforms and some basic social reforms, or HOI3 with National Socialism/Stalinism, totalitarianism, state press, etc.

I feel like that still shouldn't cause you to fall 6 techs behind without something else going on. What tier advisors are you running? Threes, right?

Yeah, its not so much me falling behind, as the ottomans being ahead.
They had a 5/6/6 king, a 6/5/5 king and a 6/4/5 king with what i would assume in level three advisors

I decided to wait with the 1001 provinces achievement untill i figured out properly how to deal with superpowers. This also brought me to the idea to try the Spain is the Emperor achievement. For that i would need to crush France. Does anyone have any good tips on how to do that?
