Yes, it would.
"Deep" is a relative term, especially in this case.
"Everyone has to obey the law" is shallow for everyone except the smallest of children.
"Not everyone has to obey the law, because allowing some people a certain leniency serves a greater good" is not especially deep for you and me, but it would be deep for a ten-year-old, and probably too deep for a six-year-old.
An unflinching analysis of the meaning of "good" and whether the concept of allowing harm for the greater good is a logically consistent position is, unfortunately, too deep for a lot of adults I know.
