It's tied to how bending works/is used. Also, Mai and Tai Lee were upper class companions to Azula so while they weren't benders themselves they were probably put through something broadly equivalent to Azula's firebending instruction.

No, I get that most everyone with crazy combat skills in the universe has a good reason to have them. It just seems a bit strange that the producers didn't really include anyone who doesn't have them. I mean, yeah, war and all that, but you'd think there'd be at least a couple more people in the world who were important, competent, and not evil without being able to take down a small army.

I think many of the administrative players that we've seen, ignoring their age (look at Iroh and Bumi), have lacked that. In many respects, you notice all these people with mad skills because the fact that they have mad skills means they put themselves in such positions to use them and end up in positions of respect because of those mad skills. That has the consequence of their being likely to be plot relevant.

There's probably some trope that describes the underlying pattern. A character trait becomes notable because that trait is responsible for the character's involvement with the plot.

Asami's combat capabilities seem to revolve mostly around tech, for reference. Notice that she became plot relevant due to her father and/or looks. She stayed plot relevant due to that tech, the business and her friendships.

Zhu Li is, arguably, an exception here. She is pretty good at fighting but I think that may just be in a mecha.

Both of the ones in this thread gave me airbender. The one with the percentages wasn't too different with waterbender though and neither was particularly strong. Furthermore, I never feel as if I quite capture my self in such quizzes.

Me too. But in some cases like Korra (only with brown hair and tanned skin), Azula and to some lesser degree Yue, the VAs match well with their respective characters' appearence.

But even so, the temptation is too strong for me. Unless the VA is not very good-looking and does not match their character. In that case, I close my eyes and the window.

The Chiefs seem borderline at best, or at least Hakoda and Sokka are, being able to kick some serious ass. The only person I'd definitely keep on the list is Yue, then the Chiefs as maybes, and a very honking big maybe for Varrick depending on how season four goes.

Right, and as mentioned before, Wu gradually becomes more competent as Season 4 goes on.

I kinda see that as a similar situation with the Beifongs. He had too little control of his kingdom during his reign, and perhaps overcompensated too far the other direction with his heir, resulting in that overbearing self-important tyrant. Much like how Toph had a hyper-controlled upbringing with too little freedom, went too far the opposite way with Su and Lin in giving them too much freedom (and Su was almost about to seesaw back in the direction of too little with Opal.) After all, one thing we certainly know about the Avatarverse is that there is a LOT of bad parenting.

I think that's a good thing though. Rather than romanticizing the perfection of the characters we love, the writers admit they have flaws.
