No, I get that most everyone with crazy combat skills in the universe has a good reason to have them. It just seems a bit strange that the producers didn't really include anyone who doesn't have them. I mean, yeah, war and all that, but you'd think there'd be at least a couple more people in the world who were important, competent, and not evil without being able to take down a small army.

I didn't know that.
But I'm not very much surprised. The majority of voice actresses in ATLA and LoK are pretty good looking and/or charming. Especially the ones that give their voices to young aged women. Some of them:
- Katara
- Korra
- Azula
- and Yue. Oh Johanna Braddy, you are to me the most beautiful Avatar voice actress.

I actually don't like knowing what VA's look like. Spoils the illusion.

Kuei, Hou-ting, Wu, and Suki fail the criteria listed by Wisconsin9. Kuei and Wu aren't competent, Hou-ting was evil, and Suki could take down a small army.

I kinda see that as a similar situation with the Beifongs. He had too little control of his kingdom during his reign, and perhaps overcompensated too far the other direction with his heir, resulting in that overbearing self-important tyrant. Much like how Toph had a hyper-controlled upbringing with too little freedom, went too far the opposite way with Su and Lin in giving them too much freedom (and Su was almost about to seesaw back in the direction of too little with Opal.) After all, one thing we certainly know about the Avatarverse is that there is a LOT of bad parenting.
