The first gods to form should be the "force" gods- life, death, the wind, disease... The more "concept" based beings. Maybe each of them could rule a dimension... earth, sea, various hells, etc.
Some gods should rule dimensions, some might not. Not all the gods are equal. I say we put it to vote - once the poll for the location is done and Merizoc come back online, we'll vote for which and how many gods are the primordial ones, as well as which and how many gods are the focus of the religion.

I like the basic idea. (The gods and the universe are just the stirrings of much more powerful sleeping being.) Perhaps one or more of the competing apocalypse stories could involve it waking up?
