The only thing that's being toned down are the graphics.

Then how do you explain the phenomenon of PC gaming series that are made worse when later entries are released on consoles?

Examples are: Counter-Strike, Rainbow Six, Unreal Tournament, Crysis, Thief, Deus Ex, Diablo, Call of Duty, Battlefield, Elder Scrolls, DOOM, Quake, Far Cry, Medal of Honor, Gothic, System Shock (in the form of Bioshock), Command and Conquer and many other series.
