You see, half way through the movie, Hans finds Anna's horse without her on it and logically assumes something went wrong. He calls together a group to go search for Anna and Elsa, but specifically tells all of them that they're not allowed to hurt Elsa. The Duke volunteers the two soldiers he brought with him for the group, and quietly tells them, "If you should encounter the queen, you will put an end to this winter" all menacingly. Hans actually saves Elsa from being killed by the soldiers, in order to keep up his image. Hans only actively tries to kill Elsa himself in front of others by giving the excuse that she killed Anna, which is treason. Before he discovered her snow powers, he told Anna he was going to arrange an accident for Elsa.

I would have like it if Elsa is the bad guy somehow, but the initial setting of the movie makes it near-impossible to do so.

True, and sad, but really that's politics. Trade and alliances are built on some degree of trust and respect between leaders, and if one leader tries to murder another, that trust is broken and negotiating trade isn't something you're eager to do.
