Nope. Biscuit was remarkably fat for her comparatively limited levels of firepower. She's a good 10k tonnes over a North Carolina, 15k iirc over a SoDak, and they have considerably more powerful armament.

Tier IX and X Battlecarrier also got 6 x 53.3 cm torpedo tubes (Multitasking is REAL)

With the German carriers, they could make them a jack-of-all-trades carrier, not particularly good at striking or air superiority, and in trade for the lack of a particular air strength, they get better short-range defence than other in-game carriers.

They still don't know how to balance the Tone and you want a complete carrier based off of the concept? But that doesn't matter.

The real issue is the lack of aircraft carriered.

Really, I think they'd be better off with Graf Zeppelin as a premium ship, and leave it at that.

They've got some serious premium options (Graf Zeppelin, Weser, Europa Conversion, Gneisenau Conversion, Jade Class, De Grasse conversion) but they all were to have fairly limited air groups, with Graf and Europa topping the list at about 42 aircraft iirc. The others were in the 20-30 range.

Nowhere near enough to make a full tree however. Europa could make a interesting T8 max if you play with its air group numbers and maybe work in the ability to control the guns manually, but this is all dependent on getting Tone to work too. Most of these overlap in capability too. By air group (how CVs are match for tier) nothing would be over a T6/7 without some serious work. With said serious work we may get to T8 but that is all, there are no plans beyond Graf Zeppelin that exist to my knowledge.

Could be done, but you still have the likely issue of too small air groups. At T8 you will face T10s that swat down T10 planes like candy, and you have the smallest air group by far.

I don't think any of them should be over T7 myself, with those being Europa and Graf Zeppelin. The others could all make solid T5-6 premiums.
