No, I don't think so.
1. The Duke was aggressive, we don't know about the whole nation.
2. There's another guy with a German accent. "Weselton" could also be Britain.
3. I don't see any power transitions apart from Elsa > Anna > Hans, which is internal.
4. Corona in Tangled has architecture that looks German.
Honestly, I don't really care much for references. Just enjoy the movie.
(But then again, some people are obsessed enough to do PhDs on this sort of things. Maybe you should, RSSS)

The Duke is the leader of Weselton. I think he is supposed to represent Kaiser Wilhelm II.
