I think so, there are more background stallions in S4 than S1. The show focuses on mares for reasons that seem to be obvious.

It's gotten better since season 1 (I think the 5% was actually a measure of main/supporting characters). I'm fairly certain that mares still outnumber stallions, even if it is closer coupled in later seasons.
