Of course it's not only troops. But things such as the Red Wedding, the alliance with the Reach via Margaery-Joffrey, and similar stunts cannot be considered military strategy.
And Aegon, I'll repeat. Pacifying might be inportant in conquests, but unless it was done by military campaigns can't be considered military strategy. That may be strategy in the broader sense, diplomacy, or intrigue. Or all of those. But not military strategy.
