I dissagree. Simply make life without having your blood tested hell an you'll even reach the population you can't account for.
Most citizens on the core worlds are law-abiding citizens. I doubt those will become off-grid gutter scum because they have to take a blood test.Palpatine does exterminate force users like vermin. There's a middle ground between no force sensitives allowed and force sensitives encouraged. Those are the Inquisitors. Most are hunted down though. Also keep in mind that most people can't really use the force without training. So long as there are no force sensitive orders around that Palpatine doesn't approve of most force sensitives just can't threaten Palpatine. He only has to worry about the strongest ones.
Sure, but his approach lets strong force-sensitives, like Bridger, slip through the cracks.

The whole premise of this being a plot hole relies on there not being more, so you're the one claiming there aren't more Inquisitors. I'm not saying there definitely are more Inquisitors, I'm just saying that there could be more. You are saying that there definitely aren't more Inquisitors because if there were then there would be no plot hole. You need a source then that says how many Inquisitors there are.
The Empire barely exists on a great many worlds. It doesn't even know how many people live on the ecumenopolis core worlds. How's it going to have the bureaucratic skills to blood test everyone? How's it going to enact policies that make it hell for people who aren't blood tested? It can't even get census data on everyone in the Empire. You overestimate the Empire's reach.
The Empire can't get everyone but they still get a lot of people.
