I'm going to wait until I get my Cooler Master EVO 12 heatsink before turning it back on again, and I'll see if it continues to happen. If it does I'm just going to RMA the CPU and hope for the best.

I can comfirm this. I7 4790K playing Dayz Max settings only pushed it to 43 C was my average during 6 Hours 29 Minutes and 41 Seconds active. After I quit playing the temperature dropped back down to its standard very quickly. The fans RPM on the heatsink averaged about 712. Granted other factors effect this such as ambient, intake, outtake and just general hardware and space as well. I mentioned Dayz just to inform that it was under some sort of load and not sitting idle.

Can also confirm this. i5-3570K overclocked to 4.6 GHz with no intake or outtake case fans and the processor rarely goes above 70C during deliberate stress testing across all four cores.
EDIT: Although it should be noted that I added a second 120mm fan to my 212 EVO.

Does the second fan help alot? I currenlty have one exhaust and two intake 120mm.
