Because the interstellar empire of Man doesn't know any greater joy than to field literal cavalry on the highly mechanized battlefields of the far, far future. Oh well, it's not like there's a lack of potential Imperial Guards recrutes. There's room for frivolities.
There's always room for cavalry. Like in the 5th ed guard book the quote on the rough rider's page goes something like "I have seen vast tank battles, and space marines, and xenos [something to that effect], but nothing is more stirring than the sight of a massed cavalry charge." And cavalry is effective in 40k (tabletop). Give the guard some more options for it. It would add so much zazz and the coolness factor would be off the charts. And besides, the Imperium throws conscripts with swords and spears into battle on occasion according to old fluff. Gimme rules for more cavalry, and perhaps a kit, or even just some upgrade sprues and and I will go to town converting GW's fantastic line of cavalry into guard cavalry.
