But the tank isn't as cheap as some schmuck convict is.

I still propose my idea as better for a penal legion:

Give everyone a cheap disposable rocket launcher and a lasgun, throw them in a cheap and disposable transport like a truck, and drive them towards enemy lines.

Explode everything with the rocket launchers, pull out the lasguns and shoot anything that survived.

Convicts are disposable, lasguns are probably produced in greater numbers than there are guardsmen, and the rocket launchers shouldn't be that expensive if you just make a tube with a crude iron sight and a primitive rocket. And any unreliable rockets won't kill anyone likely to be particularly missed, anyway.

Problem is that it fits too well with the sorta standard deal regiment (beyond all female).

15 hours was for a particular unit in a WW1 type situation against the orks. Average lifespan for a Guardsmen in heavy combat is about forty ish hours.

I rolled for a regiment:

Classification: Imperial Guard

Recruitment criteria: Got a 98 so got to roll d3+1 which gave me 3 rolls of- Vat-grown, Priesthood, All male

Nature of recruitment: Standard conscription

Home world: Imperial World

Home world predominant terrain: Ice

Regiment core units: Armoured

Specialisation: Close combat

Loyalty rating: Overzealous

Special equipment: Rare heavy weapon

Regiment creed: Best of the best

Regiment friends: Adeptus Astartes (specific chapter)

Regiment enemies: Got a 2 so rolled on friends and got- Adeptus Astartes (specific chapter)
