Which reminds me I keep forgetting to mention how much I enjoy the Astartes near reverence for the Imperial Guard. Like the Guard could be doing an utter shit job and an Astartes captain will be like "these men and women are the true heroes".
Real Astartes respect the Guard for having the balls to go into battle against mechas, demons, elf ninjas, sorcerers, sadomasochists, bloodthirsty fungi, terminators, and giant bugs with nothing but cardboard armor and flashlight guns.

Of course it's not time. It's never time, not on its own. You make it time. If you're under fire in the no-man's land of WW1, you start digging a foxhole even if the ideal time would be when you *aren't* being bombarded, because once you wait for it to be 'time', other situations will need your attention, assuming you survive that long. If the fields aren't furrowed, plow them. If the iron is not hot, make it so. If society is not ready, change it.

When compared to other universes, yes. Within the 40k universe? Nah.
The grenade launchers are decent and plasma guns are fantastic in most forms. The automatic lasguns used by their special forces are fantastic.
It could be a lot worse they could be organized as a secondary or even an auxiliary force

Weapons, armor, vehicles, equipment, etc. The only reason humanity is even on even footing with the other races is because of their vastly superior numbers, enormous amount of territory, and of course they have super-soldiers to make up for the inferior biology of humanity when compared to literally every other race. If it weren't for the Space Marines the Imperium would have been lost ages ago. Valiant as the Guard might be, they are but mere mortals fighting mystical immortals, undead machines, violent invasive fungi, sadistic mystical immortals, literal fucking demons patronized by literal fucking gods, the only race that seems to understand that it's better to shoot your enemy before he gets into melee range than throw your fucking gun and ground and rush the bastard for a sword fight while screaming like a mad hyena, and of course the galaxy's equivalent of the Black Death in psychic bug form.
Credit where credit is due, the Guard can hold the line - and even sometimes push the line back - but they'd never be able to do it without the Space Marines to back them up here and there. I say this as a huge Guard fan, too.

The whole "inflitrate and undermine human society from within" thing would be kinda hard to pull off it they weren't capable of human speech, wouldn't it?

Also makes it harder to order pizza, and you can't have a proper Genestealer Cult without a steady supply of scrumptious pizza pies.
