That's pretty much canon, the Imperium is discovering new human worlds that were never part of the Imperium all the time.

Alright, before you crush my head with a power fist, I'm new to the 40k Universe. Tech heresy is a thing? I thought certain worlds could have leveling amounts of tech. Like some worlds are still medieval. Do you mean tech heresy as in the Dark Mechanicus?

Tech heresy is thing in 40k.

Basically, in 40k you have to understand that there is the warp, a parallel dimension that literally manifests the thoughts and emotions of living beings. The warp loves messing with the real world in terrifying, painful ways, so the Imperium (populated by humans) places huge restrictions on what it's citizens can think, because they know that it manifests. Innovation carries a huge risk in 40k of getting some horror in the warp's attention, so technology in all forms is left to a religious cult who worships the machines called the Adeptus Mechanicus, who maintain and copy ad infinitum all of the designs from pre-warp screwing everybody over.

As for blaming a planet... it depends. If the planet is nice, populated with humans and diplomatic then the Imperium might agree some kind of a deal. They might get the planet to destroy their tech heresy (if there is a some) or find some weasly way of incorporating their pre-Imperial innovations as not tech heresy for example. If not then it's time to call in the people who like hurting things.

There's a James Swallow short story / audio drama that covers the Imperium reuniting with a lost planet that has developed disturbing technology in the meantime. I think it is called Red and Black.

Hardly, 40k needs to take itself less seriously. Not RT levels of not taking yourself seriously, but less seriously. This is like when grognards flipped their shit at the Space Hulk trailer because the song wasn't just ominous, unintelligible chanting. 40k is big and kind of dumb, I like it, but it's dumb. There's room for silly shit.
