So the Sisters of Battle exclusively recruits pyromaniacs, right? I'm basing this on the fact that just about every weapon - and even some non-weapons - in their arsenal is fire-based.

Not all Imperial citizens tend to staunchly support systematic immolation, but for some reason those individuals often tend to end up incinerated.

Depends on which races you are talking about.

Eldar: As they say, "their arrogance is only surpassed by their firepower". One should not confuse their age and finesse with wisdom and deeper understanding. They are, at their core, every bit as racist and genocidal as the Imperium.

Orks: Orks don't really think much beyond the present situation they are in, and with that in mind, the individual human is kinda weak and pathetic compared to the individual Ork.

Necrons: Their technology is millions of years ahead of mankind, and from their perspective, it's kinda like waking up after a long nap and finding your house swarming with pests. I don't think your average house-owner holds pests in high regard.

Tau: The thing they disdain the most is the Imperium's religious fanaticism. When it comes to comparing muscles however, they are probably aware at this point that the Imperium's militarily might completely dwarfs the Tau's and that they should proceed with the Tau Empire's expansion by being very careful not to overstep certain boundaries.

Most other sapient Xeno species are probably scared shitless of the Imperium and try to avoid its attention in any way possible.

That's pretty much canon, the Imperium is discovering new human worlds that were never part of the Imperium all the time.

Tech heresy is thing in 40k.

Basically, in 40k you have to understand that there is the warp, a parallel dimension that literally manifests the thoughts and emotions of living beings. The warp loves messing with the real world in terrifying, painful ways, so the Imperium (populated by humans) places huge restrictions on what it's citizens can think, because they know that it manifests. Innovation carries a huge risk in 40k of getting some horror in the warp's attention, so technology in all forms is left to a religious cult who worships the machines called the Adeptus Mechanicus, who maintain and copy ad infinitum all of the designs from pre-warp screwing everybody over.

As for blaming a planet... it depends. If the planet is nice, populated with humans and diplomatic then the Imperium might agree some kind of a deal. They might get the planet to destroy their tech heresy (if there is a some) or find some weasly way of incorporating their pre-Imperial innovations as not tech heresy for example. If not then it's time to call in the people who like hurting things.

Hardly, 40k needs to take itself less seriously. Not RT levels of not taking yourself seriously, but less seriously. This is like when grognards flipped their shit at the Space Hulk trailer because the song wasn't just ominous, unintelligible chanting. 40k is big and kind of dumb, I like it, but it's dumb. There's room for silly shit.
