I've just realised upon reading this; but surely the Arbites must have officers who aren't violent thugs? Like, how else are they going to deal with illegally parked cars or white collar crime? I now want to know how the Imperium (or at least one planet in the Imperium) deals with those scenarios. Does the inquisition launch exterminatus on your Mercedes if it's been found half an hour over the time limit?

I always saw it as the Arbites were sort of like the FBI in the US, responsible for dealing with breaches of Imperial law. Local planetary law enforcement would deal with any local laws. Now given what a mess the imperial legal system is car parking might be a violation of imperial law and securities fraud might be a local matter.
Lest we forget there is a branch of the inquisition dedicated to hunting down scribes whom make mistakes.

The Imperium is so plagued by bureaucracy that even a Byzantine Emperor would have an allergic reaction to it. For all we know, putting anchovies on pizza is a violation of Imperial Law.
If not, then it should be.

I love that right after the Eldar revived Guilliman the Imperials attacked them on Vigilus, getting rid of their only potential allies in that situation.

The specific Eldar who held square to revive Ghilliesuitman are Ynnari, the Eldar on Vigilus are a different group.
