Actually media is one of those weird fill in between the lines areas of 40k lore (along with not shit hole worlds) where the space to make things almost normal and human exists but probably it all just get sickly twisted. I could imagine mid level spire inhabitants being fed a diet of mind numbing diversion type shows to keep them happy and productive.

Now I really want to watch "at home with the van saars"(what crazy implants will they get this week?) or "underhive truckers".
