No. It's typically just people being idiots and the people they screw lacking the money to hire a lawyer. It's extremely easy to sue a business in the ground for incredibly obvious things they should have seen coming, like a restaurant lacking a ramp for those in wheelchairs.
If it was that simple, then thousands of restaurants would be doing it. If it was that simple, then a court case decades ago would have banned it.
