Psh. The only thing Ulfric objectively did was weaken the one unified governmental body trying to stop the Aldmer.

The White-Gold Concordat proves that the Empire is too weak anyway to actually repel a second war with the Dominion. Not only did the treaty outlaw Talos worship, but it also gave the Thalmor the full ability to do as they please in Imperial provinces (deploy spies, arrest Talos worshipers, etc.). Even with only Cyrodiil, Skyrim, and High Rock, the Empire is still too weak to reclaim any of its lost provinces. Besides, an independent Skyrim would still be inclined to help in any war against the common enemy that is the Thalmor.

It's simple mathematics when you compare the breeding rates of humans to elves. The Empire will bounce back far faster than the Aldmeri Dominion can.

Unless there is a disease that kills off a lot of the population beforehand that the Mer are resistant too.
