Psh. The only thing Ulfric objectively did was weaken the one unified governmental body trying to stop the Aldmer.

He also shouted a lot. A whole, whole lot about nothing in excruciatingly long and uncomfortable soliloquies.

Hammerfell resisted an Aldmeri invasion without the Empire. Why couldn't Skyrim?

Hammerfell resisted a weakened Aldmeri invasion that had spent the majority of its strength in Cyrodiil, with the aid of officially disavowed Imperial legions, though not formally with the Empire. Why couldn't Skyrim? She lacks both Hammerfell's population, skirmisher-based tactics, tacit Imperial support, and near political unity. The calculus is simple; the Empire together defeated the Aldmeri at full strength, and demographics favor men in replacing their losses. Can the Aldmeri take out a united Empire when the next war begins in a generation or two? No. Can the Aldmeri take out the provinces of the Empire, divided and quarreling? The answer is far more murky.

The White-Gold Concordat proves that the Empire is too weak anyway to actually repel a second war with the Dominion. Not only did the treaty outlaw Talos worship, but it also gave the Thalmor the full ability to do as they please in Imperial provinces (deploy spies, arrest Talos worshipers, etc.). Even with only Cyrodiil, Skyrim, and High Rock, the Empire is still too weak to reclaim any of its lost provinces. Besides, an independent Skyrim would still be inclined to help in any war against the common enemy that is the Thalmor.

The White-Gold Concordat was agreed to only to save the Empire.

It's simple mathematics when you compare the breeding rates of humans to elves. The Empire will bounce back far faster than the Aldmeri Dominion can.

That's about as likely as the Cyborg Crusader from the future returning to Tamriel to kill more Mer.

Then the Wood Elves would use it as a chance to murder their Altmer oppressors while they roll around coughing.

(Haven't played in a while, so I don't know the Wood-elf Mer name.)

There is a 99.99999999% chance that the Empire will win the next war.

They probably did, considering there was an Elven empire gearing up for it.

We weren't around for the first one, and the first one was merely a backdrop to help illustrate how far the Empire had fallen. The next one, however, will be the Empire's resurgence, and it's possible a future game will take place around the same time, giving you the chance to help the Empire.

I wouldn't mind if the next Elder Scrolls game took place between Black Marsh and Akavir. For example, there would be a colony set up there that is always in a state of risk, both due to the instability of the Empire and from the Tsaesci.
