Is the Valentine's Day gear locked to your first Online character or can you buy it if you make a second Online character?

Well, my second character has it, but I think that's only because I created him specifically so I could have the stuff on my second character. I don't think you can get it anymore.

The six wheeler looks interesting. But, I have the feeling that Heists aren't going to be released until the xboxone/ps4/pc version drops. I hope I'm wrong.
